Underwater work for Ky Anh and Eco Wind Ky Anh
VinEnergo is developing the 400 MW Ky Anh Wind Power Plant and the 498 MW Eco Wind Ky Anh Wind Power Plant in Ha Tinh. For marine construction teams, these projects bring together foundation work, vessel movements and cable installation. SVC supplies diving services for these types of work and for the underwater maintenance that follows.
A useful diving package connects each task to a turbine, foundation, buoy or cable reference. Our team reviews the work drawings with the marine contractor, identifies the underwater access and records the work against those references. This helps the construction manager, marine coordinator and inspection team follow the same worklist.
Send the worklist to SVC with the project, work area, drawings and required attendance period.
Construction diving alongside the marine work programme
SVC divers inspect accessible underwater work areas, check identified obstructions and assist with underwater fittings, connections and recovery tasks within the agreed construction method. Before attendance, define the equipment being installed, the contractor responsible for its design and the checks required before the next construction stage.
For foundation-related work, identify whether the task concerns a pile, concrete surface, temporary fitting or completed support structure. For an underwater connection, provide the assembly drawing, component references and acceptance points. The work package separates observation, installation assistance and any engineered repair so the correct tools and inspection personnel are assigned.

Marker buoys for barges and tug boats
SVC installs and maintains marker buoys that help barge masters and tug crews recognise agreed working positions, access corridors and underwater hazards. The buoy schedule identifies the purpose of each marker, its coordinates and the approved arrangement. Divers attend to the underwater attachment and mooring components as specified.
A marker buoy identifies a position; a mooring buoy carries a defined vessel load. When the requirement includes holding a barge or tug, the mooring design and load capacity need their own engineering scope. See marker-buoy installation and maintenance for the worklist and handover records.

Foundation and cable inspection packages
For completed foundations, SVC carries out visual inspection, targeted cleaning and photographic or video recording of accessible underwater surfaces. Anode condition, coating defects, debris and visible seabed changes can be included in the inspection schedule. Measurement and specialist testing are specified separately against the structure and inspection plan.
Along cable routes, the diving scope can include close inspection of exposed sections, protection components and accessible cable-entry areas. Buried cable location and burial-depth verification need suitable survey methods. Use the foundation inspection guide and subsea cable support guide to define each package.
Plan the diving spread around the actual site
SVC prepares the diving work with a nominated supervisor, competent divers, surface support, suitable breathing-gas arrangements, communications and emergency provisions matched to the task. The project review establishes the applicable personnel qualifications, equipment inspection records and recovery arrangements before mobilisation.
The marine coordinator and diving supervisor agree the interface with vessel movements, anchors, lifting, piling and cable work. Water depth, current, visibility, access and the forecast affect the work window. A permit and isolation plan identify the equipment and activities that must be controlled while divers are in the water.

Reports that support the next construction or maintenance decision
SVC connects observations to asset IDs, drawing references, dates, depths or levels and the relevant photographs or video. The completion record identifies the work performed, measured findings where included, areas not accessed and items requiring follow-up. The project engineer then has a traceable record for technical assessment and acceptance.
For operating assets, the periodic underwater maintenance guide explains how baseline inspections, condition trends and post-storm checks can be combined in one O&M programme.
What should the contractor send for a diving quotation?
Send the project and contracting party, work coordinates and reference system, drawings, water-depth information, task quantities, required attendance window and the proposed work platform. Add the vessel schedule, planned simultaneous work, project qualification requirements and expected inspection or completion documents. Identify supplied materials, lifting support and any specialist measurements as separate lines.
Can construction attendance continue into O&M?
Yes. Keep the installed asset references and completion records available for the maintenance team. SVC can use those records to plan repeat inspection and maintenance scopes. Inspection frequency follows the owner’s asset plan, engineering requirements and observed condition; it is not set by the construction attendance alone.
